Housing. Manitowac, Wisconsin. Three youthful residents of the 400-unit federal housing project, in Manitowac, Wisconsin, investigate the merits of a neighbor's bird bath. Operated by the National Housing Authority (NHA), this project includes 400 prefabricated demountable, steel channel frame and plywood units, which helps to alleviate the city's housing shortage.
